Interoperable AI network
A national ecosystem of connected virtual assistants that collaborate to solve citizen queries from any entry point.
Key Service Principle
This case highlights the interoperability aspect of an AI-Powered Service. It moves away from the idea of a single, isolated chatbot (which often leads to dead ends) and towards a "federated" network. It demonstrates how AI agents across different government entities—Tax, Transport, Health—can be interconnected to create a seamless, "no wrong door" experience. It ensures that the user's intent is preserved as it travels between departments.
Case study: Bürokratt
The concept
Bürokratt is not a single chatbot; it is a network of government AI agents that can communicate with one another. It functions as "Siri for the State."

The user journey
Imagine a citizen is on the Tax Board's website but has a question about renewing their driver's license.
The Query: The user asks the Tax Bot: "How do I renew my license?"
The Handoff: Instead of saying "I don't know, go to the Transport website," the Tax Bot recognizes the intent. It routes the query behind the scenes to the Transport Bot.
The Response: The Transport Bot provides the answer, which is delivered back to the user in the Tax Board's chat window. The user gets the answer without leaving the page.
The human link
If the network of bots cannot solve the complex issue, the chat session is handed over—with full transcript history—to a live customer service agent, ensuring the user never hits a digital dead end.
Why is this a best-in-class example
It hides the complexity of government structures; the user speaks to one bot but interacts with the collective intelligence of the whole government.
It proves that "AI-Powered" includes the ability for AI agents to collaborate and share context, not just interact with humans.
It integrates automated answers with human support in a single channel, reducing user effort.
Achievement: Recognized as the "Best AI-Powered Government Service" at the World Government Summit 2022
Award: Global Future Fit Award 2025 for educational innovation in the Bürokratt ecosystem
